• Different budgeting approaches and best practices
• Engaging citizens in the budget process
• Long-range financial plans
• Revenue forecasting
• Expense side of budgeting

Jack Ryan-Feldman, Director, Baker Tilly Municipal Advisors

Jack A. Ryan-Feldman, a director at Baker Tilly Municipal Advisors, LLC, has been with the firm since 2018. Jack serves as municipal advisor to local governments in Kansas and Missouri.

He serves as municipal advisor to local governments through the debt issuance process. Negotiates tax incentives for economic development projects. Creates complex financial models and presents key insights. Performs policy and program analyses. Provides leadership in budget planning process. Served as taxing jurisdiction representative on multiple Tax Increment Financing commissions, including Kansas City, MO.

Ben Hart, CPA, CGMA, Director, Baker Tilly Municipal Advisors

Ben brings more than 25 years of experience working with cities, counties and utilities. In addition to his experience as a municipal advisor, he previously served as director of resource management for two large local municipalities in the Kansas City metropolitan area. He was the key in the communities’ efforts in developing strategic economic development, planning and capital improvement policies and procedures, resulting in vital economic growth of both communities. He is active in the Kansas and Missouri Society of CPAs, sitting on the governmental accounting committee, as well as the Government Finance Officers Association at a national and local level.
